The Council voted 3-2 to approve a contract to seed seven acres of NH highways with wildflowers. Chris Pappas, Russ Prescott and I voted to approve the $200,000 contract that the Governor brought forward for our consideration. (That's how it works. The Governor decides which contracts the Council considers.) In this case, the Governor did not have much choice as the Legislature in 1998 created a trust fund specifically to plant lilacs and wildflowers on the state's highways. The money for the fund comes from conservation or "Moose" plates and $50,000 a year is dedicated to this purpose. The statute, RSA 261:97-B "Conservation Number Plate Trust Fund," was last updated by the Legislature in 2017. The NH Department of Transportation
accumulates the money for a few years to justify the effort to bid the contract and do the plantings. I voted for the contract because wildflower plantings are not mowed, help bee populations and, in my humble opinion, are more scenic.
